Equipment should follow the required outcome, not lead it. A useful operational requirement describes the threat, the protected areas, the information needed from cameras, the communications path and the person or service expected to act.

Police attendance must never be assumed

Do not tell a keyholder that police will meet them unless attendance has actually been requested and confirmed through the response chain.
